Albania hosts the 12th BRAF Forum: The fight against Hate Speech in audiovisual and online media is discussed

The Audiovisual Media Authority hosted and organized the 12th Forum of the Black Sea Regulators Network, BRAF. Over the course of two days, representatives from 9 BRAF member countries discussed a sensitive topic in terms of the problems posed by technological development in these times, such as Hate Speech in audiovisual broadcasts and online platforms.
Senior representatives of the Organization of the Black Sea Economic Cooperation, BSEC, were also present at this forum. The First Deputy Secretary General of the Permanent Secretariat of this organization, Her Excellency, Amb. Dr. Merve Safa Kavakcı, in her welcoming speech, emphasized the sustainability of BSEC for important projects, such as the Economic Agenda, the “Blue Port Index” and the PERMIT digital system. “The cooperation with the EU and the “Blueing the Black Sea” project aim to promote development, environmental innovation and regional sustainability,” she said.
Meanwhile, the president of AMA, Armela Krasniqi, emphasized the importance of the fight against Hate Speech, in all its forms, but also the importance of such forums for the exchange of best experiences between countries.
"The challenges facing this sector are global, despite local contours," she said. "That is why I consider cooperation, exchange of experiences, and permanent and continuous interaction between regulators to be very important. Albania has made extraordinary progress in regulating the audiovisual media market, and while we continue to integrate digital audiovisual media into our regulatory systems, achieving the right balance between Freedom of Expression and protection from phenomena such as Hate Speech still remains a challenge."
In the discussion panels of this 12th BRAF Forum, representatives of regulators from Azerbaijan, Turkey, Greece and Georgia discussed "Hate Speech and the Right to Information in the Audiovisual Media". The treatment of concrete cases, the experiences of each of the participating countries, the discussion on them for legal solutions and not only, emphasized once again the problematic nature and consequences of Hate Speech, in all the forms it appears.
While representatives of regulators from Armenia, Bulgaria, Moldova and Serbia focused on issues of public awareness and education and the international perspective on the regulation of online content.
The fight against Hate Speech is an important objective in the daily work of the AMA. In addition to the legal changes made, work is currently underway to transpose other important European acts, such as the Media Freedom Act, EMFA, or the Digital Services Act, DSA. Public complaints, monitoring and analysis of audiovisual content, as well as Public Media Education as an important investment in creating a well-oriented audience, also remain priorities.
