National Investment Scheme 2025: New opportunities for farmers, agro-processors

The National Investment Scheme 2025 has opened new opportunities for farmers, agro-processors and entrepreneurs in the agritourism sector. This initiative, which is open for applications until September 30, 2025, offers an integrated financial support package, including grants of up to 50% of the investment value, as well as soft loans with low interest rates.

The Minister of Agriculture and Rural Development, Anila Denaj, together with the Minister of Finance, Petrit Malaj, and the Director of AZHBR, Ardita Kuçi, today called on farmers across the country to take advantage of the opportunities offered to modernize and increase the capacities of Albanian agriculture.

During a visit to Agropikë, in Lushnje, a key area for agriculture, they underlined the importance of this program for increasing the competitiveness of Albanian products in international markets and for the further development of the agriculture and agrotourism sectors.

The Minister of Agriculture and Rural Development, Anila Denaj, announced that the Investment 2025 scheme includes 9 support measures, which provide financing opportunities for investments in agriculture, agro-processing and agrotourism.

"Farmers can apply for grants of up to 50% of expenses for the construction of greenhouses, agricultural mechanics, crop protection systems and the development of agro-processing, creating new opportunities to increase the value of their products," emphasized Minister Denaj.

One of this year's innovations, Denaj emphasized, is special support for agro-processing, for which 20 million euros have been allocated.

Another focus, Denaj underlined, is agrotourism, which helps preserve traditions and promote authentic Albanian products.

"In order not to leave out agrotourism, one of the most important elements today to preserve the indigenous seed, our culinary heritage and to help the "Mountain Package", an initiative of the Albanian government that has just started and that has 2500 applications at its launch", declared Denaj.

In addition to grants, this scheme also offers the opportunity to benefit from soft loans with an interest rate of only 2%, where the state covers up to 70% of the collateral.

“This will help farmers finance the necessary investments to modernize production and increase work efficiency in the agricultural sector,” Denaj emphasized. The scheme also allows each applicant to benefit from more than one support measure, without monetary restrictions, allowing for the combination of investments in new plantings, with investments in technology and crop protection.

The Minister of Finance, Petrit Malaj, stressed that the Albanian government is working to create models that will directly support farmers, by offering subsidies and soft loans. "For 2025 alone, we have made available to the agricultural sector the National Investment Scheme worth 20 million euros. We have set up subsidies for the agricultural sector worth 45 million euros. Also, at the beginning of this year, we launched soft loans for this sector, worth 250 million euros, which if combined with the Sovereign Guarantee, all farmers will be able to benefit from soft loans with an interest rate of 2% that will be guaranteed up to 70% by the state and only 30% by the farmers," Malaj declared.

The Director of AZHBR, Ardita Kuçi, emphasized that the application process has been simplified and farmers can apply with the help of agropoints located in 20 cities in the country, while final applications are made at the AZHBR offices.

The Ministry of Agriculture and Rural Development calls on all farmers and agro-processors to apply and utilize the opportunities offered by the National Investment Scheme 2025 to make sustainable investments and contribute to the development of the agricultural sector in Albania.

Grant support of 50% will be accompanied throughout the year by direct assistance for the disbursement of the first 30%, within December.
