Safety of the railway network - The regulation is approved. Enterprises will establish management systems. How will the supervision be done?
The enterprises that will operate the Albanian railways must fulfill a number of conditions in terms of the safety management system.
As several investment projects in the railway network are in process, the Ministry of Infrastructure and Energy has approved the regulation, which, in addition to the requirements for private companies and infrastructure administrators, also includes the methods of supervision by the Railway Safety Authority after issuing single safety certificates and authorizations of security.
According to the document, railway undertakings will have to establish their safety management systems in accordance with a number of requirements included in the regulation. Among other things, these undertakings will have to identify the serious safety risks posed by railway operations.
The regulation also contains the techniques for supervision by the safety certification body, which means the body responsible for issuing a single safety certificate, which could also be the European Railway Agency. This body will have to adopt appropriate techniques, such as audits and inspections, and choose the most appropriate when planning the surveillance activity.
Currently, the length of the railway network in use in the country is 253 km, with the lines Kufi - Gjorm, Durrës - Elbasan, Rrogozhinë - Fier and Fier - Vlorë.
Meanwhile, next year, the completion of the Tirana - Durrës line and the construction of the new branch towards Rinas is expected. Likewise, the start of the rehabilitation of the Vorë - Hani i Hoti line is expected.
