Controls for private schools tightened - Verification of licenses, documentation
Private schools will be under stronger control during the new school year 2026-2027. The joint instruction of the Ministry of Education and the Ministry of Economy and Innovation sets out special obligations for the functioning of private institutions, from verifying licensing criteria to reporting data on students, teachers and school activity.

The responsible education structures must assess the licensing criteria and the conditions under which each private institution operates.

On the other hand, schools must submit statistical data on the number of students, the list of teachers, the certificate of registration with the tax authority and the annual plan of the institution at the beginning of the school year.
Special rules are also foreseen for cases when a private school ceases its activity.

The institution must notify local educational structures, the Pre-University Education Quality Assurance Agency, the Ministry of Education and the National Business Center, as well as submit school documentation according to the established procedures.

Another point relates to private schools that operate in foreign languages and issue foreign diplomas. For high school graduates who want to continue their studies at Albanian universities, schools should cooperate with the relevant structures regarding the procedures for unifying diplomas.

Meanwhile, for students who intend to study abroad, institutions must follow the criteria and procedures of the countries where they will apply. The instruction aims to ensure that control over private education is not limited to the moment of licensing, but also extends to the functioning of the institutions, reporting on activity and the way documentation is handled in the event of closure.
