The Western Balkan countries are progressing at different rates in implementing reforms. An analysis by WeBalkans.eu notes that Montenegro, Albania and North Macedonia have made the most progress, while Bosnia and Herzegovina and Kosovo remain at the bottom. Serbia's progress, meanwhile, has slowed down largely due to internal factors.

According to the European Commission, the Growth Plan is being implemented at full speed, with 673.6 million euros disbursed since the launch of the program.

"Since May 2024, the European Union's Growth Plan for the Western Balkans has brought tangible benefits to the region and its citizens. With our support, our partners are implementing key reforms that pave the way for their integration into the European Union," the European Commission spokesperson stated, noting that six Reform Agendas have been adopted and five partners have received pre-financing, with the exception of Bosnia and Herzegovina.

In terms of funding, Albania has received 212.8 million euros, Serbia 167.5 million, North Macedonia 142.1 million, Montenegro 91.2 million and Kosovo 61.8 million euros. Bosnia and Herzegovina has not yet received any payment, while the amount initially allocated to this country has already been reduced.

According to WeBalkans, the most visible changes on the ground have been recorded in Albania, Montenegro and North Macedonia, including the digitalization of some public services, the simplification of procedures for registering businesses and increased investments in infrastructure.

Albania is investing in modernizing railway infrastructure, broadband internet, improving the electricity grid, and equipping schools with digital technology.

All projects financed under the Growth Plan are expected to be completed by the end of 2027 and will not be extended. Countries that do not meet their commitments will lose the funds allocated, which will then be reallocated to other countries in the region.

The Growth Plan has a total value of 6 billion euros, of which 4 billion are loans with favorable terms and 2 billion euros are grants.

The Growth Plan for the Western Balkans aims to bring the countries of the region closer to the European Union economically through gradual integration into the European common market, strengthening regional economic cooperation and accelerating fundamental reforms.
