"Albania, with a stable outlook" - Moody's Agency confirms the rating at "Ba3"
In its latest report, the prestigious international rating agency Moody's has confirmed Albania's rating at "Ba3" with a "stable" outlook, highlighting the sustainability of the country's credit profile, thanks to ongoing reforms within the framework of the EU integration process and economic and fiscal performance.
The Albanian economy has shown resilience during three major shocks in the period 2019-2023, such as the earthquake, the pandemic and the European energy crisis, ensuring a stable medium-term outlook. The agency, in this context, forecasts that GDP growth will remain strong at 3.8% in 2025 and 3.4% in 2026.
Moody's forecasts a further and gradual reduction in public debt over the medium term. The public debt-to-GDP ratio decreased to 57.5% in 2023 and is expected to decrease to 53.7% by 2026, supported by strong economic growth and a primary fiscal balance.
This improvement has been supported by fiscal reforms, such as the Medium-Term Revenue Strategy, and by better management of public investments. Moody's also emphasizes that through compliance with the fiscal rules set out in the Organic Budget Law, the aim is to maintain a balanced primary balance, as well as reduce the general government debt-to-GDP ratio annually until it reaches 45%.
The agency also predicts that reforms for the EU accession process will continue and that their implementation will be gradual. On the other hand, potential risks regarding government liquidity and the banking sector will remain under control.
Albania's credit profile will continue to benefit from EU financing and the gradual implementation of further reforms related to the accession process. Reforms, particularly in the areas of the rule of law, the fight against corruption and accountability, are likely to strengthen as negotiations towards EU accession progress.
This confirmation of the rating by Moody's is an important indicator of Albania's progress and a positive signal for international investors, reflecting the country's economic stability and effective management in the face of global challenges.
