How secure are Albania's critical systems? - AKSK: 20 more cyber incidents in 2025. Hundreds of credentials exposed

Albania has faced 51 cyber incidents in critical and important information infrastructures over the past year. These include the systems of OSHEE, OST, KESH, commercial banks, hospitals, ministries and other state and non-state institutions, which, if they experience a cyber attack, cause great damage to society.
The latest data from the National Cyber Security Authority (AKSK) shows that our country has experienced 20 more cyber incidents than in 2024.
DDoS-type incidents aimed at disrupting public services have been the most frequent, with 16 cases, such as the WIPER attack against the Municipality of Tirana, which aimed to permanently delete data and damage digital functions.
Meanwhile, 9 cases of application compromise were also identified. By sector, the highest number of incidents was recorded in the Digital Infrastructure (24 cases), followed by the Energy Sector (6 cases) and the Telecommunications Sector (5 cases).
Cyber incidents may or may not involve data leakage. In 2025, 294 cases of data leakage of login credentials, critical and important information infrastructures were identified.
These cases represent exposure of authentication data (usernames and passwords), which can be used for unauthorized access to systems, platforms or digital services, increasing the risk of cyber incidents, account compromise and service interruptions.
In terms of data leakage, digital infrastructure, independent institutions, healthcare, telecommunications and insurance have been the sectors with the most data leakage.
Incident management during 2025 shows that most cases had low or medium impact.
