Socialist leader Edi Rama convened the parliamentary group this Monday, where legal changes to the Criminal Procedure Code were proposed, following the suspension from duty of Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku.

In his speech, the head of government said that this is unacceptable, while adding that the judicial branch is not affected by these proposed changes.

"We come to the non-decision. What does it do? It makes each of those figures mentioned in the report vulnerable to suspension. On the other hand, the dividing line between the powers is like those fences with a hole where dogs and rats enter and exit. This is what this does. We cannot allow this. It has nothing to do with any infringement of the rights that the independence that we have given to the judicial power with our free and unquestionable will after 100 years and that we will definitely continue to guarantee until it becomes an irrevocable independence from anyone. Establishing this line is very important to define another division that I note with regret, does not exist in the minds of many. Why is the judicial power independent in Albania? The Constitution says that there are three independent powers, in addition to the judiciary, there is also the legislative and the executive. Why are we independent in relation to the judiciary? And where the judiciary should not imagine that it should not enter our territory. "When I say ours, I mean the legislative and executive powers. We are independent in the right to make decisions. Our decisions are sovereign and there is no prosecutor or court to put them into unnecessary discussions as long as they are decisions that do not stem from undeclared intentions ," Rama said.

The Prime Minister emphasized that Balluku has submitted his resignation to him three times, but he has not accepted it.

"And to be clear, Belinda Balluku has submitted her resignation to me 3 times. I have them in my file there. 3 times! Once, when she was indicted, the second time when she was first suspended, and the third time when the Constitutional Court did not make a decision. And all three times, I am the one who rejected her resignation, because there is no resignation under pressure from a power that has left its territory and entered the territory of the independence of the executive branch. I am grateful for the fact that she did not persist, but continued to take all that mud in her face because I do not accept her resignation until the conditions are determined, and this is determined neither by the prosecutor, nor the judge of the preliminary hearing, nor the media, because that would pave the way for a story that hinders the capacities of the executive branch, " Rama added in his speech.

On Monday, February 23, the Rules of Procedure, Mandates and Immunity Council will meet again to make a decision on Balluk's case.
