The road axis that connects Shkodra with Lekbibaj in Tropoja and then with Bajram Curri, which passes through the Valbona Valley to continue further with Gjakova in Kosovo, is under construction. This investment of the Albanian government has been described by Prime Minister Edi Rama as one of the most important segments of the north of the country. In a post on his social networks, the head of government announced that "The road is still under construction, where currently the 1st lot, Prekal-Kir of 17 km, is closed, and the second lot, Kir-Ndërlysaj, has begun"
According to Rama, "This investment has a great impact not only for the residents of the surrounding villages, Kir, Prekal, Shosh, Shala, Bradhosh, Xhan, which connects them with Shkodra, but also enables the interconnection of the entire Alpine road network in order to develop tourism and the rural economy.
The state budget in 2024 spent about 400 million euros on road infrastructure and this figure is increasing for 2025.
However, Albania still remains the last in the region in terms of infrastructure and connectivity, according to the OECD report "Economic Convergence Indicator for the Western Balkans 2025".
According to the OECD, significant infrastructure improvement is a necessary condition to promote economic development, increase trade integration, and accelerate Albania's approximation to EU standards.
