Urban revitalization in the city of Vlora - ADF, 150 million lek investment for infrastructure

The Albanian Development Fund has announced the opening of the competition for investments in the infrastructure of markets, commercial spaces, multifunctional, and commercial streets in model development areas in Vlora. The estimated fund limit is 150 million and 788 thousand lekë.
According to the document at the Public Procurement Agency, the intervention program is structured in two main areas: urban revitalization of the area and restoration interventions on facades. This investment aims to make urban spaces functional, while preserving and promoting the historical and architectural identity of the area.
Also, the unification of pavements and sidewalks is foreseen; the creation of a visual and functional continuity that facilitates pedestrian circulation and improves the urban appearance. Likewise, the provision of relaxation and meeting spaces for the community, increasing the quality of life, through the installation of elements such as benches, lighting that make the space more accessible and pleasant. Likewise, the concept of green infrastructure will be included, for a sustainable and nature-friendly development.
Within the framework of the project, objects of historical, architectural and cultural value have been identified, which will be restored and functionally integrated into the urban space. The restoration aims to preserve the character and authenticity of these objects, using conservation methods that respect the original style. Interventions will focus on the structural and aesthetic improvement of the objects, ensuring their adaptation to contemporary use, without losing historical values. This approach contributes to the preservation of urban identity and the promotion of cultural heritage within the revitalized area. The lack of standardization of architectural elements, such as windows, balconies and doors, replaced in an uncoordinated manner, creates a visual chaos that damages the urban image, therefore restoration interventions will be carried out on the facades, to preserve the cultural and historical heritage.
As part of this project, one of the main interventions will be carried out in the area that lies between the commercial network and the residential blocks, making it an important node for the functional and visual connection of the entire territory, which currently appears degraded and with poor infrastructure.
The project envisages the redevelopment of public space through the organization of greenery; urban furniture such as: lighting, benches, bins and shade covers. It is also expected to improve pedestrian accessibility and create a new aesthetic identity for the area. This part of the city will gain a new function, transforming into an active, sustainable and safe social space, which promotes social inclusion and improves the quality of life for residents and visitors.
