With a total budget of around 59 billion lek, the Ministry of Defense is expected to carry out a series of important investments for 2026.

In the ground forces, the construction site for new facilities at the KFT, Zall-Herr, opens with 783 million lek in 2026 with a total of 3.74 billion lek throughout the years of implementation. The new armament/ammunition/equipment package also starts there: 53 million lek this year, as part of a multi-year program with a total of 27.46 billion lek. For the readiness of the troops, the completion of specific facilities starts with 100 million lek in 2026 and individual equipment for reservists with 293.9 million lek.

The Air Force is expected to purchase two firefighting aircraft over the next two years for a total of 1.305 billion lek. For 2026, it will cost 300 million lek.

Investment will also be made in the SHMU package with meteorological equipment/instruments and a data transmission system worth 60 million lek for 2026.

Meanwhile, regarding previously launched projects, the financing of SIVHA - the integrated airspace surveillance system, which this year receives 1.607 billion lek, will continue. In parallel, works continue in Farka for the engineering network and TAXIWAY including the Air Traffic Tower with 230.8 million lek, as well as in Kuçova for the infrastructural construction of the air base with 178.2 million.

In the naval forces, the modernization of ICT systems and infrastructure continues with 423.2 million lek for 2026, a program launched in 2024 and continuing beyond 2028.

In addition to the operational field, in 2026, the upgrade of declassified systems to the Cloud is foreseen with 3 million lek, ICT security hardware/software equipment with 10 million lek, and improvement of air conditioning in server centers with 5 million lek. The Document Management System continues with 20 million, TEMPEST zoning (38,021 million), the purchase of vehicles 20 million and the reconstruction of the Ministry of Defense apparatus building 23,979 million.

In the Support Command, in 2026 the new Special Equipment package is financed with 1.3 billion lek and a total of 2.3 billion until 2028, while the multifunctional command and headquarters facility in Ferraj, Tirana, started in 2023, is completed with 102 million lek in 2026

The strategic project of the NATO naval base in Porto Romano begins in 2028 and 2 billion lek are foreseen for 2028, while 35.78 billion lek will be spent after 2028.
