Biggest polluters "avoid" COP30 - Leaders of the US, China and India

As European leaders gather at the COP30 summit to discuss reducing the impact of climate change, the world's biggest polluters will not be present at the annual United Nations climate summit, taking place in the Brazilian city of Belém.

The United States, China and India will be absent from most of the meetings, leaving the European Union almost alone in efforts to help developing countries seeking technology and financial resources to cope with the impacts of climate change.

For Europe, it is a delicate balancing act as it tries to maintain its commitment and deliver on climate promises, but also focuses on strengthening its defense and security capabilities. Meanwhile, the US, China, and India are focusing their efforts on strengthening their industrial capabilities and domestic agendas.

Chinese President Xi Jinping will not attend COP30 but will send his deputy prime minister to represent Beijing, while India will send its ambassador to Brazil to the summit.

The United States skipped COP30 entirely, with no Washington delegates at the United Nations climate summit. Washington's absence was an expected result after withdrawing from the Paris Agreement, which marks 10 years since world leaders pledged to limit global warming to 1.5°C above 1990 levels.

China (29.2%), the United States (11.1%) and India (8.2%) account for almost half of global emissions, compared to just 5.9% coming from the European Union, according to 2024 data.

Last year alone, the bloc's member states contributed 42.7 billion euros in international public and private finance, according to the European Council.
