'Institutional reform for territorial control' - Rama: New rules for construction sites!
Prime Minister Edi Rama spoke out for a comprehensive reform of institutions at the central and local levels, on territorial control against illegal construction and respect for rules at construction sites, without violating public spaces.
In the meeting held today with the mayors of municipalities, on local performance in function of the "Albania 2030" vision and the unstoppable path towards membership in the European Union, Rama said that "reform is required and that we intervene in legislation in all those links that are necessary and have arisen as a need from a long experience and from what the territory has shown us."
Rama said that "we will have to carry out a reform that should include the territorial protection inspectorates at the municipal level, the municipal police, the IKMT, the Urban Planning offices. It is very clear that in certain territories, even in a strategic municipality such as Himara, or in Kolonjë, or in Roskovec, or in Vau e Dejës, or even Malësia e Madhe, the need for qualified human resources requires a reform, to serve all these territories with the best possible quality of urban planning thought and legal service for municipalities, companies, for owners, who rightly want to develop their properties."
"It is time to synthesize these structures and create more services for municipalities, without necessarily linking this service to what human resources the territory has and discusses there. We need special work for these, but we also need new rules for construction sites, which have become a separate problem for environmental pollution, the concern they create outside the boundaries of their activity, which also occupy sidewalks, as happens in the Lungomare of Vlora, where people have to go out into the street", said the Prime Minister.
Rama said that, "we need an approach with additional measures that must be taken to discourage and deal a final blow to the phenomenon of illegal construction, which has decreased a lot, but which is still not small."
