Railway sector reforms - Transport Community: Division into 4 companies, consolidation expected within 2026

The implementation of reforms in the railway sector in Albania is progressing at a moderate pace, reaching an implementation level of 45%, according to the Transport Community report on the Next Generation Action Plan and Transposition of the EU Acquis for 2025.
According to the report, our country has adopted four important laws aimed at building the institutional framework for the railway sector, including the establishment of the National Safety Authority, the National Investigative Body and the Regulatory Authority. However, it is underlined that these institutions are not yet fully functional, due to the lack of human and financial resources. It is expected that their full structures and functioning will be consolidated by 2026.
The opening of the railway market in Albania is estimated at 52%, while the complete separation between infrastructure and operation is required, the guarantee of the managerial and financial independence of the infrastructure manager, as well as the creation of a functional system of multi-year contracts.
According to the report, the approval of the National Railway Infrastructure Plan is expected to be completed by the end of 2027, while the railway asset management system is expected to be established within the same timeframe.
The Transport Community recommends completing the institutional framework and ensuring full operational capacity for investigative and regulatory bodies. It also calls for the completion of the restructuring of Albanian Railways into separate entities for infrastructure and operations, as well as the publication of the Network Statement for public railway infrastructure for 2026.
