The government expands the funding scheme for youth organizations - State grants

Individuals who benefit from state grants for youth projects will now have more opportunities for funding.

The government has approved several changes to the decision that determines the criteria and procedures for selecting organizations that benefit from state budget funds.

In addition to youth organizations and organizations for young people, municipalities and informal youth groups will also be able to apply to the funding scheme, expanding the category of beneficiaries of public funds.

One of the main innovations is the inclusion of informal youth groups, which are defined as temporary and voluntary organizations of young people for the implementation of initiatives of community interest.

To receive financial support, the group must consist of at least four members aged 15 to 29, who voluntarily commit to carrying out a project based on community needs.

Although they do not have legal personality, these groups must appoint a senior representative, who holds administrative and financial responsibility for managing funds and for relations with institutions.

The projects that apply must be of public interest and non-profit, committed to respecting the principles of non-discrimination, gender equality, social inclusion and democratic values, while the group must submit a declaration signed by all members on its composition, roles and action plan of the initiative.

The group and its representative must commit to descriptive and financial reporting, and are subject to control and verification by the National Youth Agency and competent bodies.

The funds received will be distributed in three installments: 50% after the signing of the grant contract, 40% after the interim report and 10% after the final financial and descriptive report.

The changes also provide for the digitalization of the application process, as grant applications will be carried out electronically through the e-Albania government portal, where entities must upload the relevant documentation.

For organizations or groups that are not declared winners, the right to file an administrative appeal within 10 days of notification of the decision is also provided.

The changes aim to increase young people's access to public funds and support more community initiatives related to their development and social inclusion.
