Digital wallet, electronic identification towards unification - Cost over 700 million lek for the new system

The draft law "On electronic identification, trusted services and digital identity portfolio" has been submitted to the Parliament, which establishes for the first time a unified framework for electronic identification in the country.
It includes a wide range of services, ranging from electronic signatures, electronic seals and time stamps, to electronic archiving, website authentication and electronic attestation of attributes.
This wallet will give every citizen a centralized tool to manage their data and access public and private services securely and quickly.
The draft law also sets out clear rules for trusted service providers, increasing security and liability standards, as well as enabling cross-border recognition of these services in line with European Union standards, and covers everything from electronic identification to supervision and administrative offenses.
But the construction and operation of this system requires considerable costs for the state budget. About 271.6 million lek are foreseen for maintenance alone over a 10-year period, while about 431.8 million lek are foreseen for international certifications and safety standards. In total, the cost amounts to 703.4 million lek for 10 years, or an average of 70.3 million lek per year.
Maintenance alone costs over 54.3 million lek every two years, while international certifications amount to around 86.3 million lek every two years, reflecting the requirements for high safety standards and compliance with European regulations.
On the other hand, the draft law also provides for revenue for the budget, through registration and assessment fees for trusted service providers, which currently amount to around 30 thousand lek per year for each entity.
