Armed Forces Deployment Plan - In the Assembly, the draft law on their command

The precise definition of the powers and authorities of the direction and command of the Armed Forces, in times of peace and war, is the main goal of the latest draft law submitted to the Assembly regarding the Armed Forces of Albania.

The draft law has made several changes regarding the appointment, release and dismissal of officers and other officials by the Minister of Defense and the Chief of Staff of the Armed Forces.

For the first time, this draft law also clearly defines the “Plan for the Deployment and Dispersion of the Armed Forces”. This is a strategic plan, which determines the location of areas and facilities where the Armed Forces carry out their daily work, living, training, preparation for operations, care, and receive logistical and administrative support.

According to the draft law, this plan is drafted by the General Staff based on the long-term development plan of the Armed Forces and must contain the name and location of the structure, as well as the coordinates.

The deployment and deployment plan of the Armed Forces is reviewed periodically every 5 years and at any time, in cases of changes in the needs of the Armed Forces, compliance with operational needs for supporting operations and meeting NATO standards, investments of particular importance for the economic development of the country or constructions, improvements to public infrastructure, affecting a property within the deployment and deployment plan of the Armed Forces.

On the other hand, regarding properties under the administration of the Ministry of Defense, the draft law provides that properties within and outside the deployment and distribution plan may be given for dual use, in the interest of the Ministry of Defense, as long as the operational capacities of the Armed Forces of the Republic of Albania are not compromised. Therefore, these properties may be given for lease, emphyteusis, dual use or other forms.

These interventions are considered necessary to further strengthen the readiness and combat capabilities of the Albanian Armed Forces.
