Fiscal Package 2026, carbon tax increases, cost of "Fiscal Peace" 37 million euros

The Ministry of Finance, in parallel with the 2026 Budget, has drafted a fiscal package that brings several innovations for businesses and citizens. Specifically, the draft law on fiscal amnesty provides for the conditions for the deletion, cancellation and suspension of their tax obligations, paid to the central tax administration, to the e-tax tax system or outside it and to unpaid customs obligations. For 2026, a total of minus 3.7 billion lek is foreseen from its implementation.
There will also be changes in the VAT law, which aims to compensate farmers with a rate of 10 percent for the value added tax, which was previously 6 percent. In subsidies, in order to support domestic production activities, the total financial effect is estimated at around minus 1.5 billion lek.
Regarding the law on real estate taxation with a percentage tax rate, no additional revenue is foreseen in the budget because this revenue neutralizes the income from capital gains on the sale of real estate.
From January 1, 2026, the minimum wage will increase from 40 thousand lek to 50 thousand lek, and this will entail an increase in the maximum wage. Based on tax administration data, it turns out that the positive effect on revenue will be about 9 billion lek, of which about 7.6 billion lek from social contributions and about 1.4 billion lek from health contributions.
On the other hand, as part of the measures foreseen for the medium-term revenue strategy for 2026, there is the implementation of the cigarette excise tax increase calendar, and the beginning of the implementation of the carbon tax increase calendar for coal, from July 1, 2026, from 3 lek/kg to 4.5 lek/kg.
