EC publishes 2025 Progress Report, Kos: Albania, unprecedented progress

The European Commission has published the 2025 progress report for Albania, which assesses that the country has maintained sustainable economic growth and macro-financial stability, while the process of integration into the European Union is being accompanied by deep reforms in the economy, finance and administration.
The Commissioner for Enlargement at the European Commission, Marta Kos, said in a statement that the EU appreciates Albania's ambition, which has made unprecedented progress.
Prime Minister Edi Rama reacted on the social network X "Yes, we did it! And we will do everything it takes to finally sit as equals around the EU table. Let's move forward, together," the head of government wrote.
According to the report, the Albanian economy grew by around 4 percent in 2024, supported mainly by domestic demand and tourism, while inflation fell below the Bank of Albania's target, signaling price stability. Public debt continued to decline, while the budget deficit reached its lowest level in a decade.
However, the Commission underlines that growth remains fragile due to high dependence on imports and services, while the industrial and agricultural sectors continue to have low productivity. Despite the improvement in the labour market and rising wages, the shortage of skilled labour and the emigration of young people remain major challenges for the economy.
The report highlights that Albania has made progress in fiscal consolidation, but needs to improve the execution of public investments and the transparency of state-owned enterprises. The Commission calls for the full implementation of the Medium-Term Revenue Strategy and the reduction of tax exemptions, as well as strengthening financial management and auditing for the effective use of EU funds.
