Fiscal Package 2026, 10% VAT compensation in agriculture is restored

The 2026 Fiscal Package will also include a review of the Value Added Tax law, with a focus on correcting the reimbursement scheme in agriculture. The Ministry of Finance has foreseen that farmers will be compensated with a rate of 10% for the value added tax, from 0% which is currently this tax rate. The 10% compensation, according to the Ministry of Finance, will be given directly to the farmer's account, and the cost in one year is expected to reach 1.5 billion lek or almost 15 million euros. These legal changes, which have not yet been detailed through a draft law, aim to reduce costs for farmers and make their products even more competitive in the market and not to leave them in stock.

With the legal amendments to the Value Added Tax law in 2018-2019, it was decided that the VAT for agriculture would be 0%. In this case, collectors, traders or companies have no interest in purchasing domestic production, issuing invoices with VAT since they can no longer reimburse it. In the best case scenario, if they buy it, they are forced to charge 20 percent on top of the price, and as a result, the final product for consumers is more expensive.
