Self-management of waste by businesses - Extended Producer Responsibility, will finance collection and recycling
The Parliamentary Committee on Culture, Tourism and Diaspora approved the draft law, which obliges every manufacturing entity that develops, produces, processes, treats, sells or imports products that generate waste after use, to manage it.
Minister of Tourism and Environment Sofjan Jaupaj presented the draft law that aims to establish the Extended Producer Responsibility scheme, specifying that the application of this scheme is an obligation that must be fulfilled by our country in order to join the European Union.
Meanwhile, opposition MPs voted against, as their requests for improvements to the draft were not taken into consideration.
The law will apply to specific waste streams, which are: packaging and its waste, batteries and accumulators, end-of-life vehicles, and waste electrical and electronic equipment.
Meanwhile, the main obligations of the manufacturer are related to financing and creating a system for the collection, transportation, recycling or another way of treating waste generated by their products that they place on the market in Albania.
Investments in collection infrastructure or the development of appropriate information, awareness, guidance or training activities to inform citizens in exercising their rights as consumers will also be mandatory.
