OSSH aims for losses at 16.5% - Smart meters, automation and real-time

The Distribution System Operator aims to further reduce electricity losses in the network during 2026, by directing part of the investments towards smart metering, automation and real-time monitoring. According to the revised investment plan, the loss indicator is expected to decrease to 16.5%, from 16.96%, or by 0.46%.

One of the main investments is related to the metering system. For this category, the updated plan for 2026 amounts to about 1.116 billion lek, from 285.6 million lek previously foreseen, marking an increase of about 290%. Investments include meters, energy balance measurement in cabins, intelligent systems, software, etc.

In this regard, the DSO foresees the installation of a smart metering system for end consumers supplied by the booths where balance meters will be installed. According to the operator, this will enable the comparison of the energy entering the booth with that billed to consumers, increasing the accuracy of the measurement and helping to better identify losses in the network.

Physical investments in the network are also expected to contribute to the reduction of losses. About 878.6 million lek have been programmed for the medium voltage network, while about 2.46 billion lek have been programmed for the MV/LV network and electrical cabinets. The interventions include the construction and reconstruction of the network, new cabinets, ring connections and the gradual elimination of depreciated networks, with the aim of reducing defects, overloads and technical losses.

Through these interventions, in addition to losses, the DSO also expects improvement in supply quality indicators.
