Former tenants interest-free loans - Minister Ibrahimaj: The application is made in e-Albania

The Minister of Economy and Innovation, Delina Ibrahimaj, announces that former tenants in former private property will have the opportunity to benefit from 0% interest loans, as support instruments for the housing of beneficiary families.
Meanwhile, the National Housing Authority has informed citizens about the documentation that must be submitted for application. According to the provisions of the Council of Ministers No. 456, dated July 31, 2025, the loan interest subsidy is financed by the State Budget, offering beneficiary families the opportunity to receive zero-interest loans.
The application is made online, through the e-Albania platform, and applicants must complete the required documentation. The documents required for the application are the certificate of obtaining the status of a resident of the former private property; documentation proving the return of the property, such as the decision for the return of the property, the court decision, documents of the former Municipal Housing Enterprise, a certificate or certificate of ownership, or an execution order confirming the return of the property to the legal owner. The documents must be original or notarized.
Another necessary document is the lease documentation. This category includes the lease contract, the authorization or decision of the former Executive Committee, the act of handing over the apartment or any other official document from the former Housing Authority, which proves the relationship between the apartment returned to the owner and the tenant.
Applicants must also provide a negative certificate of ownership. This document must confirm that the head of the household and the members of the household, according to the family certificate dated December 1, 1992, do not have a registered residence or are in the process of being registered. Part of the documentation is also a certificate from the tax authorities, which proves that none of the members of the beneficiary family is subject to VAT as a large business. Finally, the application must also be accompanied by a current certificate of family status.
The National Housing Authority calls on citizens to ensure that they have completed all the documentation specified in the decision of the Council of Ministers before applying.
The 0% interest loan scheme aims to support families who have the status of former tenants in former private property and facilitate their access to housing, through financing from the State Budget.
