Cigarettes will cost more for smokers this year. Based on the excise calendar approved by the Ministry of Finance, the increase in the price of packages in retail stores for some brands has started to be reflected at the beginning of this year, and others are expected to increase in the future. So far the increase is an average of 10 Lek per package.

The notification for setting the maximum sales prices has also been made to the General Directorate of Taxes by some companies, due to the obligation derived from the law on Value Added Tax. Currently, the most expensive package on the market is sold at a maximum price of 500 ALL.

Referring to the data of the Ministry of Finance, the import of cigarettes has decreased in 11 months in relation to the same period last year, registering a quantity of 2844 tons imported during January-November, from 2924 tons that registers the same period of a year ago, but there is a slight increase during the months of November compared to November 2023, the month in which 274 tons of cigarettes were imported.

For tobacco, a certain calendar is applied for the progressive increase of the excise duty until 2026, which foresees an average increase of 250 allek per kg every year, reaching the price of 7500 allek/1000 threads starting from January 1, 2025 and 7750 allek/1000 threads starting from January 1, 2026. The aim is to discourage smoking.

On the other hand, the government plans to further increase the excise tax on tobacco products. Referring to the medium-term revenue strategy 2024-2027, in our country, for some excisable goods such as tobacco, the combined taxation scheme is not applied, which includes a specific excise duty per product unit, but also a duty with an excise percentage on the price of selling the product. This combined scheme is applied in several countries. For this reason, the strategy predicts that in the following years, after the end of the 2022-2026 excise tax increase calendar, a new calendar will be designed which will take into consideration the taxation scheme that combines the fixed quota system with the value system.

The EU directive stipulates that the excise duty level must be no lower than 90 Euros/1000 threads.

Revenues in the budget from tobacco excise are listed as the second item with the largest weight in total customs revenue, after fuels.
