"Negotiations for 3 chapters with the EU, towards closure" - Chief Negotiator: Foreign relations, scientific research and education, the most advanced
For the chapter on foreign relations, scientific research, education and culture, Albania has met the conditions for closing negotiations with the EU. This was stated by Minister of State and Chief Negotiator Majlinda Dhuka at the Parliamentary Committee for Europe and Foreign Affairs, while adding, among other things, that Albania has reached an advanced standard for 7 other chapters.
"We are focused on the first 10 chapters where we are working on 27 conditions for the closure of negotiations, more practically for 3 of these chapters we think that we have technically fulfilled all the conditions, of course all the measures taken have been transmitted to the European Commission and we are awaiting their assessment, but there are 7 other chapters at an advanced stage. More precisely, 3 chapters or 3 areas where we have completed the work, technically we always talk about the conditions for the closure of negotiations are chapter 30 on foreign relations, chapter 25 on scientific research and chapter 26 on education and culture, while intensive work continues in the other chapters" , said Dhuka.
Regarding the first chapter group "Foundations" or the bases of membership, which is the chapter group that opens first and closes last, Dhuka said that for two chapters, one on the judiciary and fundamental rights, and the other on justice, freedom and security, the conditions for closing the negotiations are being discussed.
"Albania worked to fulfill 24 interim conditions related to the field of security and justice, in other words they were related to 92 priority directions of action, which were fulfilled to a very large extent. This was completed at the end of January, at the beginning of February of this year, Albania received the positive recommendation, the recognition of progress from the European Commission and currently, as you are aware, the discussion continues between the 27 member states in the Council of Member States regarding firstly, Albania's progress report has been reviewed and secondly, the conditions for the closure of negotiations are being discussed and for two chapters, 23 and 24, 23 is justice and 24 is security ," she said.
The European Union has presented Albania with 101 conditions (milestones) for the closure of negotiations on the group of chapters. The group of chapters on the Green Agenda and Sustainable Development, which focuses on the environment, is the most challenging and contains the largest number of conditions for closure, 22.
