In one year, over 1 thousand complaints were addressed to the Public Procurement Commission - For 2025, 70.5 million lek in financial fees are deposited in the budget

December ended with 92 complaints from economic operators regarding tenders, according to data from the Public Procurement Commission Bulletin. By calculation, a total of 1,197 complaints regarding tenders were addressed in 2025.
In the past month, 32 complaints were filed in the process phase for Standard Tender Documents, and 60 for Bid Evaluation. While dividing them by type of contract, most complaints are for goods, which are 64, 18 for services and only 10 for work.
According to the bulletin, joint stock companies have filed the highest number of complaints for the month of December, reaching 42 such complaints for procurement procedures, followed by local governments with 30 such complaints, the central government with 13 and independents with only 7.
But how much financial fees have been collected in the state budget for 2025?
According to data, in the past year, 70.5 million lek were collected in the state budget as financial fees at the end of the review of procurement procedures. Meanwhile, to focus on financial fees collected as guarantees for procurement procedures, the entire year is 255 million lek. On the other hand, financial fees returned to Economic Operators at the end of the review for the 12 months have been estimated at around 167.5 million lek.
