Electrification of railway lines - Regulation on standards and technical requirements for the "energy" subsystem ready

As several electric railway lines are expected to be put into operation in the coming years, the Ministry of Infrastructure and Energy has approved the regulation for this new subsystem of the sector. The document sets out the standards and technical requirements for the supply of electricity to trains, the operation of overhead contact lines, the energy measurement system, etc. The document is fully aligned with European standards for the railway energy subsystem and the rules for the measurement and management of energy consumption.
As for the concrete lines, the most advanced project is the Tirana – Durrës – Rinas railway. Construction is expected to be completed this year, but electrification and the arrival of trains for the start of operations are intended to be completed in the first quarter of 2027. To this end, a tender was opened in September 2025 for the electrification component, while the trains are likely to be purchased with money from the state budget. The return of the train station to Tirana is also envisaged with internal financing.
After Tirana – Durrës – Rinas, the closest project expected to be put into operation for goods and passengers is the Durrës – Rrogozhinë railway line, for which financing was secured in 2025. Among the most advanced railway projects is the Vorë–Hani i Hotit line, which is currently in the tendering phase, while a high interest has been shown for its construction by international companies. Its commissioning is expected in 2030.
The electrified lines will be aligned with European Union standards, enabling train travel at speeds of up to 120 km/h.
