Albanian Customs will operate with a National Single Window. The draft law submitted for public consultation sets out the rules for the creation and operation of the National Customs Single Window as well as the rules for electronic cooperation, through the exchange of interoperable data, between customs authorities and other competent authorities under the legislation in force, for goods entering and exiting the customs territory of the Republic of Albania, enabling the submission of the required documentation in a standardized manner and according to the “once only” principle.

According to the draft, the concept of a single window is presented as: “A facility that allows parties involved in trade and transport to electronically file, only once, the required information through standardized documents, at a single point of entry, to meet all regulatory requirements related to imports, exports and transit.”

Facilitating the processing and circulation of information through the National Customs Single Window translates into the creation of a completely electronic "paperless" environment and the conversion of paper documentation into digital documents and data.

According to the draft, the financing of the construction and implementation/operation phase of the DVKD system is provided by a World Bank (IBRD) loan in the amount of $5.9 million. While after the completion of the implementation, the system will require an annual operating fund of $1.36 million per year. Referring to the draft law, technically there are several options for covering the costs of operating the system. The first option is for the Government to cover 100% of the costs of operation and maintenance from the State Budget. The second option is that the government may decide to implement a fee structure for self-financing the system, with three potential sources: Registration and subscription fee, $25 for one-time registration; $50 for annual subscription; Customs transaction fee as well as the existing LPCO fees (licenses, permits, certificates, origin), which currently generate about $2.7 million per year for the state budget and can be gradually integrated into the NSW system without changing their legal nature.

According to the draft law, this initiative brings concrete benefits by guaranteeing: Better administration of procedures followed at the border; Reduction of corruption and illegal trade activities; Minimization of contacts with personnel and reduction of opportunities for bribery; Faster movement of goods; Increased transparency and accountability of the public authorities involved; Faster customs clearance of goods; More efficient and productive use of resources; Reduction of costs, for both parties involved in this process, through the electronic completion of customs and non-customs formalities, etc.

This is the first time that a project is financed for the provision of services through a single window, in function of electronic customs, as a reform for the digitalization and modernization of applications/requests submitted to customs and other cross-border cooperation authorities, with the aim of reducing administrative bureaucracy and reducing the costs of commercial transactions during import-export procedures or the transit regime of goods in the Republic of Albania.
