Fewer barriers for professionals - New rules for recognition of qualifications with the EU after accession

Doctors, nurses, pharmacists, architects and other regulated professionals may in the future have simpler procedures for the recognition of qualifications between Albania and European Union countries.
The Ministry of Education has issued for consultation the draft law that approximates Albanian rules with the European system for the recognition of professional qualifications. The draft aims to facilitate both the entry into the Albanian market of professionals qualified in the EU, the European Economic Area and Switzerland, as well as the movement of Albanian professionals towards these countries.
For seven sectoral professions, such as doctors, nurses, dentists, midwives, veterinarians, pharmacists and architects, a system of automatic recognition is foreseen, when the qualification meets the minimum harmonised training conditions.
For other professions, the general recognition system will apply. In case a significant gap is found between the applicant's training and the requirements for exercising the profession, the authorities may impose an adaptation period or professional test. The draft law also provides for the use of the European Professional Card, an electronic certificate that certifies the fulfillment of the conditions for providing services or the recognition of the qualification for establishment in another country.
According to the report, the current Albanian system is not yet fully aligned with that of the EU and introduces bureaucracy in the recognition of diplomas and certificates. The reform aims to reduce administrative barriers and create easier access for professionals to the European labor market. However, the main effects of this regime are related to Albania's membership in the European Union. The reform documents themselves stipulate that mutual recognition and free movement of professionals will take effect from the moment of the country's membership.
