The appreciation of the lek "cost" customs 95 million euros - Revenues

The Customs Administration has concluded the year 2025 with positive results in revenue collection, collecting around 240 billion lek, or approximately 2.5 billion euros. Compared to 2024, customs revenues are around 10 billion lek higher, which represents an annual increase of 4.3%.

According to official data from the General Directorate of Customs, the positive revenue performance was achieved despite the negative impact of the strengthening of the lek during 2025. The Customs Administration estimates that, as a result of the appreciation of the local currency, about 9.5 billion lek in revenue in nominal terms, or about 95 million euros, were lost.

Taking this effect into account, it results that the real growth of customs revenues has been significantly higher. Specifically, real revenues, compared to a year ago, reach about 19.5 billion lek, or +10%, reflecting a significant improvement in the volume of imports, formalization and efficiency of revenue collection.

In relation to the approved annual plan, the Customs Administration has realized 98% of the planned revenues. However, when the effect of the exchange rate is also taken into account, the real revenues result in about 5 billion lek above the plan, or 103.3% of the annual target.

These results demonstrate a more efficient administration of customs processes, increased control and the fight against informality, as well as improved cooperation with business. At the same time, the figures show that the economy has maintained a stable level of trade activity during 2025, despite challenges related to the exchange rate and regional economic developments.

Record results were also recorded in revenues from excise goods. In particular, fuels recorded a consumption level of around 760 thousand tons (+75 thousand tons compared to the previous year), cigarettes reached 3,450 tons out of the planned 3,200 tons (+250 tons compared to the previous year), coffee consumption increased by around 500 tons, while beer consumption increased by around 1,000 tons compared to the previous year.

The Customs Administration estimates that these results constitute a strong basis for meeting fiscal objectives in the coming years and for further strengthening its role in supporting the state budget and the country's economic development.
