Albanian citizens or tourists coming from another country and entering the territory of Albania either through the airport or by land or sea are exempt from import duties for goods contained in their personal luggage.

However, goods are exempted only if, by their type and quantity, they are not intended for commercial use. Goods for the personal use of travelers or goods as gifts are exempted.

However, there is a limit where goods are tax-free, and beyond this, travelers will have to pay.

Specifically, the value of goods that benefit from the exemption (not including tobacco and alcohol products) is up to 300 euros for each traveler for those coming to Albania via land routes.

Air and sea travelers up to 430 euros per traveler are exempt from the obligation to declare and tax. For travelers under 15 years of age, the value of goods that can pass through without declaring is 150 euros.

When entering or leaving the Republic of Albania, the traveler must declare goods if they are of a value higher than the relevant limit mentioned above and if they are for commercial purposes. The customs authorities may ask the traveler to show all goods he is transporting.

For non-commercial goods in the luggage of travelers that exceed the limit exempt from import customs duties, customs declaration is carried out through the Simplified Declaration procedure.

Also exempt from import duties for personal consumption are tobacco products in quantities of: 200 cigarettes; 100 cigarillos; 50 cigars; 250 grams of tobacco.

Personal consumption of alcohol and alcoholic beverages for the following quantities: 1 liter of alcohol and alcoholic beverages with an alcoholic strength higher than 22% by volume, or undenatured ethyl alcohol with an alcoholic strength of 80% by volume and more; 2 liters of alcohol and distilled beverages with an alcoholic strength not exceeding 22% by volume; 2 liters of still wine and 10 liters of beer.

For a traveler, the exemption may apply to any combination of alcohol products and alcoholic beverages provided that the total quantity (percentage) consumed by the individual does not exceed 100%.

Personal consumption of coffee for the amount of 3 kg.

While travelers under the age of 17 do not benefit from exemption for tobacco and alcohol products.
