Fight against informality and VAT avoidance, taxes launch new project with the United Kingdom

The Albanian Tax Administration has taken a new step towards modernizing the fiscal analysis system, by implementing an advanced methodology for measuring the VAT Gap. This development is being carried out within the framework of the UC-SATA project, with the support of the United Kingdom, and involves the use of the statistical program STATA as well as contemporary data analysis techniques.
According to the announcement of the General Directorate of Taxes, the new methodology aims to significantly improve the way fiscal data is analyzed and how risks related to tax evasion or non-declaration are identified. Through the use of more advanced analytical tools and the integration of artificial intelligence elements, the administration aims to create a more accurate and efficient fiscal monitoring system.
What is the “VAT Gap” and why is it important? The “VAT Gap” represents the difference between the VAT that should theoretically be collected by the economy and the VAT that is actually collected by the state. This indicator is widely used by tax administrations in the European Union and international organizations to measure the level of informality, tax evasion or even administrative shortcomings in the tax collection system.
Accurately measuring this gap helps institutions better understand sectors with high risk of evasion; improve fiscal policies and control strategies; and increase transparency and efficiency in the collection of public revenues.
According to Taxation, the new analytical approach enables more advanced analysis of fiscal data; more accurate identification of tax risk and more efficient monitoring of business compliance with tax legislation.
