Ease for businesses, customs approves the guideline for the global guarantee for all economic operators

In the context of facilitating procedures for businesses, the Director General of Customs, Besmir Beja, has approved the Guidance Manual “On Standard Operating Procedures for the Approval, Operation and Administration of Global/Comprehensive Guarantee, Reduced Guarantee and Guarantee Waiver in Albanian Customs”. This manual aims to describe the standard operating procedures for the approval, operation and administration of Global/Comprehensive Guarantee, Reduced Guarantee and Guarantee Waiver in Albanian Customs. It provides guidance for economic operators wishing to benefit from these opportunities and ensures that the processes are clear and defined.
The Global Guarantee offers the possibility of managing and supervising customs procedures in a single guarantee. While the “Reduced Guarantee” and “Guarantee Waiver” are options that allow reducing the financial costs of maintaining guarantees and simplifying processes for economic operators who meet certain conditions.
Initially, the global guarantee, the reduced guarantee and the guarantee waiver will be offered to Authorized Economic Operators (AEO), tangibly increasing the financial benefits for these operators who have been certified by the assessment procedures of the General Directorate of Customs.
The economic operator must be established in the Republic of Albania and have active registered activity in the Albanian Customs IT system, have a clean history of customs payments and be a regular user of the customs regimes in which they are involved or operators of Temporary Storage facilities and demonstrate a sufficient level of financial liquidity and reliability.
According to the guidelines, the economic operator must have solvency that will be required to prove whether the applicant has a good financial standing, which allows him to fulfill the commitments arising from and related to the characteristics of the type of activity in question, in accordance with the criteria set out in the Customs Code.
The procedures for implementing the Global Guarantee provide that it can be used for two or more customs operations or regimes, while the “Reduced Guarantee” allows for a smaller/lower coverage for customs duties, reducing the cost for the economic operator, and the “Guarantee Waiver” allows for assistance to those economic operators who have shown high reliability in implementing customs rules and procedures.
The manual aims to provide a complete understanding of the process of administering the Comprehensive Guarantee, Reduced Guarantee and Guarantee Waiver at Albanian Customs. Economic operators should ensure that they follow each procedure and respect the rules to benefit from these opportunities and avoid legal complications.
