Criticisms about the draft of the new Criminal Code - Manja: Comments will be reflected. Rakipi: Here are the bases of construction and measures

The Minister of Justice, Ulsi Manja, has stated that all comments and analyses on the new Criminal Code have been noted and will be taken into account until its approval. According to the minister, 25 more roundtable discussions will be held by the end of the year.
"We have taken note of the comments, analyses, suggestions and concerns, but from the moment the draft was published on the ministry's website and the link was provided by the secretariat, a small number of comments have been received so far, while several civil society organizations have requested to be part of the public consultation process. Although all these directives are reflected in the new draft, given that, in the context of fulfilling the interim milestones for negotiations with the EU, we have the end of October as a deadline, for this group of offenses the public consultation will be conducted separately from the consultation on the draft. These changes will be reflected in the current Criminal Code and will be part of the new draft when it passes to the parliamentary agenda," said Minister Manja.
On the other hand, the head of the working group for drafting the draft, Arben Rakipi, spoke about the foundations of constructing punishment measures in the new Criminal Code.
"It has been presented in quite pessimistic colors and has created the impression that repressiveness is the first word of this project. I understand very well the effects it can create. The first source is the current Code and the second source, judicial practice. Another source is similar acts penalized in different legislations. Another source is the directives, as well as the experience of the group members. In the sum of this practice, we can come to a certain conclusion," said Rakipi.
The draft has also been forwarded to several Italian experts for their opinion, who have concluded their opinion, which has been made available to the working group. So far, 40 meetings have been held with experts from various fields for the purpose of technical discussion of the draft article by article.
