Albania ranks 20th in the world in terms of external threats. The country has improved by 6 positions compared to 2024, indicating an increase in security and peace.

According to the Normandy Index 2025, prepared by the European Parliamentary Research Service (EPRS), Kosovo and then Albania lead the Balkan region for the lowest level of strategic threats to peace and democracy.

Kosovo ranks 13th in the world and first in the Western Balkans for Strategic Security. The sister state is positioned among the 10% of the safest countries in the world.

Directly after Albania comes Montenegro, while North Macedonia ranks 26th. On the other hand, Serbia ranks last in the Western Balkans, which indicates a decrease in security and an increase in threats facing this country.

Since the end of the Balkan Wars in the early 1990s, Albania has made significant progress in political and economic reforms, joining NATO in April 2009 and opening accession talks with the EU in March 2020. Albania is a shining example of tolerance and religious diversity, the Index says. Despite this, the country still faces significant economic and democratic obstacles, as well as challenges related to democratic processes.

The biggest risk comes from democratic processes themselves. Albania's parliamentary elections on May 11, 2025 were 'competitive and professionally managed, but they took place in a highly polarized environment and the contestants did not enjoy a level playing field,' the Index notes. Economic crises emerge as the second biggest risk, followed by state fragility, cybersecurity, climate change and crime.
