Special Electoral Reform Commission Established - Gjiknuri and Bylykbashi: ODIHR Recommendations Must Be Addressed

The Special Electoral Reform Commission was constituted this Tuesday. The socialist co-chair of this commission, Damian Gjiknuri, said that the commission aims to implement a complete and consensual electoral reform, addressing the ODIHR recommendations dating back to 2015.
"We hope to carry out a real, complete, consensual reform. The work of this commission and the established tradition of being collaborative in finding solutions for better elections, addressing the ODIHR recommendations, which are some of the recommendations since 2015. Problems related to the electoral code, the electoral campaign, and the financing of the electoral campaign will be addressed by this commission. A new law regarding party financing, also required by the EU, must be created, transparency of political party financing. The law on elections is a political law and requires understanding, tolerance, and consensus between the parties. We will establish a technical group of experts, two of whom will be proposed by one co-chair and two by the other, who will be tasked with drafting and cooperating with international experts on the ODIHR recommendations. After these meetings, we will address the ODIHR and Venice to make the expertise available as soon as possible so that we can carry out a complete electoral reform ," said Gjiknuri.
The same line was taken by the Democratic co-chair of the commission, Oerd Bylykbashi, who added that the majority has the power to show that the Electoral Reform will be a success for Albanians and not political parties.
"The reason for an electoral reform is what we read in the OSCE/ODIHR report. What we read in the 2025 report is compared to that of 2001, referring to the scale of the problem. There is an extraordinary detail regarding the violations and abuse of every kind of good electoral standard and practice.
The past reform did not produce anything and then the creation of a dialogue group had no significance and no parliamentary guarantee. Electoral Reform that did not address any ODIHR recommendation. The number of unaddressed recommendations is very large, it is enough to take the last report. In this parliament, the ball is in the court of the majority to show that the Electoral Reform is a success for Albanians and not political parties ," said Bylykbashi.
