Solar plant in Belsh - EBRD prepares tender for 40 million euro project

The European Bank for Reconstruction and Development has prepared the tender for the construction of the solar power plant in Belsh, a project of the Albanian Power Corporation. The public procurement procedure for interested companies will open on November 20, while it is managed by the EBRD, as the project's lender.
The plant will have an installed capacity of 50 MWp, while the total cost of its construction is 40 million euros. 30 million euros will be financed through a sovereign loan guarantee from the EBRD, 8 million euros are a grant from the Western Balkans Investment Framework (WBIF) and the remaining 2 million euros, from the Albanian Power Corporation.
Given that the EBRD loan is sovereign-guaranteed, a draft law on the guarantee agreement is currently being discussed in parliamentary committees, to pave the way for project financing.
According to previously announced details, the energy produced by the plant will be used to increase KESH's generation capacity and fulfill the Public Service Obligation, as currently around 30% of annual electricity consumption is imported. The Belsh plant's generation is expected to account for around 1% of the national annual electricity production.
