Are we ready to manage the EU's billions for agriculture? - Europe sets 18 benchmarks for the country to close Chapter 5

On its journey towards membership in the European Union, Albania has entered a crucial phase of negotiations, where the closure of Chapter 5, which includes agriculture, food security, fisheries, regional policies and financial provisions, depends on the fulfillment of 18 milestones set by the EU.
The European Union has published its negotiating position for Chapter 5, stating that in the area of agriculture and rural development, the country must establish a modern system for the administration and control of agricultural land and subsidies (IACS and LPIS). Albania must also establish an independent paying agency, which will guarantee the proper management of EU funds for agriculture. Integrity and transparency in the management of IPARD funds are essential, including anti-corruption measures and strengthening the capacities of the AZHBR.
Meanwhile, in the chapter on food safety, veterinary and phytosanitary, Albania must present a national program to improve the processing capacities of products of animal origin and animal feed. The country is required to establish a safe chain for the disposal of animal by-products, as well as to strengthen the official control system for animals and animal products. The implementation of rules on animal health and welfare, the establishment of official laboratories and border control points are essential parts of the preparations.
In the fisheries sector, Albania must demonstrate that it is able to fully implement the Common Fisheries Policy. This includes building inspection and control capacities with high ethical standards.
On the other hand, for regional policies and coordination of structural instruments, our country must demonstrate that it has successfully managed EU funds in indirect management. A clear and functional institutional structure is required, with sufficient capacities for programming, implementation, monitoring and evaluation of cohesion policies.
