"EU chapter on taxes, most difficult for Albania" - Deliu: Education, sciences and culture do not have very heavy legislation
With the opening of negotiations for Chapter 3 on "Competitiveness and Inclusive Growth", Albania begins work on harmonizing its legislation with that of the European Union in the areas covered by this chapter.
According to expert Nirvana Deliu, Chapter 16 on taxes will be the most difficult, because there is a lot of legislation to approximate and implement on the Albanian side.
"There are also some other chapters, which may be a little more problematic, let's say in the context of the fact that there will be more legislation. One of them is chapter 16, taxes, which is expected to have more legislation and means that the work to approximate the legislation will be greater and then normally the ability to implement it, or chapter 19 I would say is also challenging, as it is directly related to employment and social protection, and as we know, we still have problems in terms of the implementation of workers' rights, or other issues related to social inclusion and employment in Albania, given that we still say today that we are an informal economy."
Chapters related to education, science and culture are considered simpler, as the level of preparation is better and there is not much legislation to align.
"Some chapters actually have no acquis at all, so there are no directives or regulations, such as chapters 25 and 26 related to scientific research and education and culture. These 2 chapters are actually considered the easy chapters of the European Union, not because of the difficulty, but because of the fact that they do not have very heavy legislation and are based more on cooperation, policy coordination between member states, and are more on administrative issues and the country's capacities, to enable it to be fully included in all community education and science programs that the European Union has ," said Deliu.
Chapter 3 is considered less problematic for Albania, we can never talk about simple chapters or groups of chapters, but we will not have as many problems as we are expected to have in chapter 2, which is related to the internal market, or with chapters 4 and 5 related to the environment and agriculture, said expert Deliu, among other things.
