Decarbonization of the energy sector - Energy Community: Adoption and implementation of legislation, 66% complete
The adoption and implementation of the necessary legislation for the decarbonization of the energy sector by Albania has been fulfilled to the extent of 66%. The latest Energy Community report provides data on the progress of several indicators, according to the commitments undertaken by our country. Thus, as regards the National Energy and Climate Plan, the commitment has been fulfilled to the extent of 62%, as the document was approved in December 2021, while the work on updating the plan continued in 2024, but has not been finalized. “Albania should complete the updating process without delay,” the report assesses.
Regarding the targets set for the reduction of greenhouse gases, the fulfillment results at 80%. According to the report, Albania has not set a climate objective for 2030 in national legislation, but it is included in the national strategy. Therefore, the country should consider amending the law "On climate change", to align it with the 2030 objective set by the Energy Community.
Meanwhile, in terms of national climate reporting systems, compliance is reported at 92%, as there is a legal basis for a national greenhouse gas inventory system. However, Albania needs to further implement a national system for assessing emissions of these gases, which includes the collection of emissions data for all categories of the Intergovernmental Panel on Climate Change, the establishment and implementation of quality control measures, as well as uncertainty assessments at the national level.
Meanwhile, for national policies and measures on greenhouse gases, compliance is reported at 71%. "Reporting obligations have been transposed into legislation. Reporting has been finalized for policies and measures, as well as for revenues from carbon pricing mechanisms. However, the report on adaptation strategies has yet to be submitted to the Reportnet system," the document states.
Our country is weaker in terms of long-term strategy and climate neutrality, which is assessed as 25% fulfilled. "The legal basis for a long-term strategy has been approved. However, Albania has not yet adopted a long-term strategy with the objective of climate neutrality for 2050. It remains unclear whether and how such an objective will be achieved," the Energy Community report states.
