Nearly 82 million euros have been disbursed for public investments in the first 3 months of the year, a figure that shows that 2025 has started well in terms of the progress of projects in the country.

According to official data from the Ministry of Finance, the capital expenditure item has marked a significant increase compared to last year, to approximately 20 million euros or 31% more.

While in March alone, 50 million euros were spent for this purpose, while the planning for this period was higher.

In previous years, performance in this regard has been poor and the reason for the low disbursement of funds is often the procurement procedures followed by institutions, which take a considerable amount of time, as well as the difficult terrain where projects are implemented.

It appears that measures have been taken this year to eliminate previous problems regarding delays in disbursements and the accumulation of funds for capital expenditures, mainly in the last period of the year.

While 2024 marked the completion of some of the important road projects that had been in the works for years, others advanced towards the completion of works or tenders. Even during 2025, the majority of the public investment budget is focused on road infrastructure.

According to the list of expenses, for this project with the highest financing value is the construction of Corridor 8 with a total of 8.8 billion lek, for 14 lots where contracts have currently been signed or are in the tendering phase. Meanwhile, for the first time, financing for the construction of the Saranda bypass, the construction of the Kashar - Nyja Vaqarr road, and the rehabilitation of the Fier - Kthesa e Patosit - Frataj road has also been included. In parallel, financing for public-private partnership contracts will continue, where there are 3 contracts that will be supported, with a total value of about 5.4 billion lek. The money will go to the concession of the Arbri road, the Milot - Morinë highway and the construction of the Orikum - Dukat road, as well as PPP engineering services for the construction of the Thumanë - Kashar axis. The budget also provides financing for the expansion of the Tirana - Durrës highway, in the 2 lots where works have currently begun. The budget also provides funding for the reconstruction of the Kombinat - Ndroq - Plepa road, in its first lot, etc.

Throughout 2025, a total of approximately 162.3 billion lek is projected to go towards capital expenditures, the highest fund made available in at least the last decade.
