Investments in hospital infrastructure - The 2026 draft budget foresees new buildings and reconstructions

In the 2026 draft budget, the government opens a wide cycle of interventions in hospital facilities, with a national impact and regional network, to increase capacity, safety and quality of service. Korça Regional Hospital starts construction of a new building with 279,600 million lek for the coming year; at the QSUT, the burn-plastics building follows with 174,108 million lek and the 4-story psychiatry building with 37,100 million lek. In the obstetrics line, Maternity No. 1, Tirana (Phase II) is financed with 118,420 million lek, the Maternity of Shkodër Hospital with 120,972 million lek and the Maternity of Fier Hospital with 54,002 million lek, aiming for safer conditions for childbirth and neonatology.
Reconstructions are deepening in the regional hospital network. The central building in Gjirokastër will cost 127,375 million lekë. In Pogradec 106,485 million lekë, Lushnje 95,018 million lekë, Dibër 130,627 million lekë, Mat 82,566 million lekë and Tropojë 44,640 million lekë. Also, in Vlora the pathology service is being reconstructed with 78,689 million lekë, Durrës is renovating the emergency room with 60,000 million lekë, while in Has there are infrastructure interventions with 2,600 million lekë. New buildings are planned for the Elbasan Psychiatric Hospital with 131,200 million lekë, to replace the outdated infrastructure and standardize psychiatric care.
In total, the 2026 interventions in buildings alone amount to around 1.728 billion lekë. These projects are geographically distributed across several districts, reducing the referral burden to Tirana, bringing the service closer to the patient, and creating a stable basis for new equipment and technologies in subsequent phases.
