Ilir Binaj: Digitalization saves millions of working hours, new focus on construction and tourism

The digitalization of services remains one of the main pillars of the tax administration for improving service to taxpayers. This was stated by the Director General of the Tax Directorate, Ilir Binaj, emphasizing that during 2025 a series of services were implemented that have brought concrete benefits.
According to him, the pre-filling of the VAT declaration has increased the number of declarations submitted on time and has saved about 54 thousand working hours, while the personal income declaration (DIVA 2025) has saved about another 36 thousand hours. Meanwhile, the digitalization of the annual salary certificate has brought a saving of 1.5 million hours for taxpayers.
Binaj announced that around 11 new digital services are planned for 2026, including the automation of refunds for farmers and individuals, as well as the application for a residence certificate.
He emphasized that, in addition to digitalization, the tax administration is continuing its action against informality, focusing on the construction, tourism, medical services and agricultural trade sectors. In the construction sector, after the information phase, an increase of about 20% in personal income and 14% in contributions has been recorded.
In the tourism sector, according to Binaj, data analysis from the Booking and Airbnb platforms has identified thousands of taxpayers and tens of millions of euros in reservations, while further checks are expected for the correct declaration of income.
He also announced measures for the medical and personal care sectors, where indicative salaries will be published and controls will be undertaken for entities that do not implement them.
