Albanian Railways, EU increases support - 700,000 euros for legislative approximation and strengthening institutional capacities
The European Union will provide 700,000 euros to support the alignment of the Albanian railway system with European standards, the strengthening of institutions responsible for railway management, and the training of employees.
Recently, the European Union in cooperation with the Albanian government have opened a tender to support the implementation of European Union legislation (EU acquis) in the Albanian railway sector through the establishment and capacity building of the required railway authorities and systems.
The objective of this contract is to contribute and provide support to the Albanian railway sector, with the aim of approximating Albania's policies and legislation with that of the European Union. Also, to build administrative capacities for the full and effective implementation of sectoral policies and adopted legislation.
Support will be provided in the drafting of the railway legal framework, in line with European Union legislation, the improvement and strengthening of the institutional capacities of the Ministry of Infrastructure and Energy, as well as other Albanian Railway Authorities, through capacity building activities, with a particular focus on the approximation and implementation of the EU acquis.
The European Union would provide 700,000 euros (excluding VAT) for the implementation of this project over 15 months. Despite two companies presenting their bids, the tender was closed without a winner, due to withdrawal or failure to meet the criteria by the companies.
Through the Economic and Investment Plan for the Western Balkans 2021-2027, the European Union has shifted part of the funds towards the development of rail transport in the region.
The Western Balkans Investment Framework (WBIF) envisaged the rehabilitation of 11 railways along the main corridors in the period 2024-2030, about 196 km in Albania, 192 km in Serbia, 101 km in Kosovo, 88 km in North Macedonia and 74 km in Montenegro.
