Italy plans revolution in Serie A - Aims to lift restrictions on selling TV

Italy plans to scrap a rule that prevents the Serie A soccer league from selling its television rights to a single buyer, a government bill shows, part of a major overhaul of media rules for sports broadcasting.

The government introduced the "no single buyer rule" to avoid the creation of a dominant player in the pay-TV sector in 2008, when it passed a law that entrusted sports leagues to collectively sell the rights to broadcast live matches.

Broadcast rights are the main source of income for Serie A clubs, but they lag behind compared to other major European leagues.

Under existing contracts expiring in the 2028-29 season, Serie A earns around 900 million euros each year from sports streaming service DAZN and pay-TV firm Sky, with the former broadcasting all matches and Sky co-broadcasting some of them.

That amount is roughly half the annual broadcasting revenue of the Premier League in England, which has a “no single buyer rule.” The German Bundesliga, which last year scrapped the rule, earns about 1.1 billion euros each year from domestic broadcasting licenses, according to UEFA data.

The Italian government also plans to introduce changes to the way Serie A distributes television revenue between clubs, increasing to "over 50%" the amount that must be shared equally between all clubs, from the current 50%.

Clubs that develop and field young Italian players will also be given additional income.
