New guide for social housing ready - Municipalities, more role and responsibility in 5-year planning
The Ministry of Economy, Culture and Innovation has published a new guideline, which focuses on the drafting of new 5-year plans related to social housing. This guideline aims to set a new standard in the way housing programs, provided for in Albanian legislation, are drafted.
In essence, the document places the municipality in a much more proactive position in addressing social housing issues. From a more administrative role in the past, municipalities must now undertake in-depth analyses of housing needs in their territory, map groups in need, and identify concrete ways to finance interventions. The 5-year programs, in addition to being a legal requirement, also serve as a condition for receiving funds from the central government for the construction of social rental or affordable housing for low-income families.
The selection of beneficiaries from housing programs will be based on a series of criteria divided into four categories. First, housing conditions, which include cases where the family does not have a home, lives in endangered buildings, or has lost its housing for legal reasons or expropriations; second, family conditions, such as single-parent families or the elderly without support. Third, social conditions, which include about 15 categories known as vulnerable groups; and finally, economic conditions, which relate to income, employment and receipt of economic assistance.
The preparation of a 5-year program is a complex process that goes beyond a simple statistical analysis. It includes consultations with the community and interest groups, interviews with representatives of groups in need and field observations. Finally, the prepared document is approved by the municipal council and represents the local unit’s medium-term vision and priorities for the social housing sector.
