"Tender winners, highest bids" - KPP overturns the decisions of the institutions, the state budget was saved about 536 million lek
During 2024, state institutions announced the winners of tenders to companies with the highest economic bids, risking millions of lek more being paid from the state budget for the same work, goods or services.
Everything is announced by the Public Procurement Commission, which specifies that this value amounts to about 536 million lek, excluding VAT, but due to complaints from economic operators, payments have not been executed. Compared to a year ago, the saved value is about 57% higher, given that during 2023 the saved fund resulted in about 342 million lek.
"After the decision-making, 536,012,242 lekë excluding VAT were saved to the state budget as the difference between the qualified bid and the decision-making of the contracting authorities and the complained economic operators, whose complaint was accepted by the Public Procurement Commission", - the Public Procurement Commission emphasizes, among other things.
According to this ministry, out of 7168 unique procedures published in the Electronic Procurement System during 2024, for public procurements with a total value of around 330 billion lek, 1151 complaints were filed. The limit fund of appealed tenders amounted to around 32.8 billion lek.
The complaints involve 231 contracting authorities and were filed by 341 economic operators. Nationally, 11.5% of the unique procurement procedures above the small purchases limit were appealed and 9.9% of the published procedures limit fund were appealed.
