Tax abuses, the number of criminal proceedings increases - Geography of defendants, income concealment leads
Criminal offenses related to taxes and duties in 2024 have experienced a significant increase.
Referring to the annual report of the Prosecutor General, there is an increase of 6.4% in the number of proceedings registered, but a decrease of 22.2% in the number of proceedings sent to court compared to 2023.
Regarding defendants, for these groups of criminal offenses, a decrease in the number of defendants registered compared to this total in 2023 of 60% is noted, a decrease in the number of defendants who have been sent to court of 57.7% and an increase in the number of defendants convicted by the court of 67.4%.
86.6% of the defendants are male; in terms of social status, 86.9% are employed in the private sector; 80.4% live in the city; 94.9% have no previous convictions.
Regarding the geographical distribution, the highest number of proceedings registered for criminal offenses related to taxes and duties is in the prosecutor's offices attached to the courts of first instance: Tirana 32% of the total number of proceedings registered, Saranda 12%, Durrës 10%, Dibër and Korçë 7% of the total number of proceedings registered, etc.
It is noted that the lowest number of proceedings registered for these groups of criminal offenses is in the prosecutor's offices at the first instance courts: Shkodër and Gjirokastër, where 2% of the total number of proceedings registered nationwide were registered, respectively.
Regarding the characteristics of criminal offenses, the main weight is occupied by concealment of income with 58.3%, failure to issue a tax coupon with 26%, and failure to pay taxes and duties with 12.6%. Compared to the previous year, registered proceedings have had a significant increase in failure to issue a tax coupon, and a decrease for the other two offenses.
