What do we expect from the property tax? - Xhepa: Strong effects on the real estate market

The implementation of the property taxation reform from 2028 for buildings and 2030 for land is considered a measure that will significantly affect the formalization of this sector. In an interview with SCAN, economic expert Selami Xhepa emphasizes that this reform should have been accelerated and should already be in full implementation.
"The property tax enables better control of society's revenues, formalization of the sector and should be a fundamental priority."
The Ministry of Finance, in cooperation with the Swedish Development Agency, has concluded the project "ProTax Albania" which deals with the reform of the Property Tax. By 2026, all municipalities will be integrated into the Fiscal Cadastre system. In 2027, the national property valuation process will be carried out.
While 2026-2027 will serve as a transitional period until the application of the new law, which enters into force in 2028 for buildings. According to expert Xhepa, this reform will have a significant impact on this sector.
"It is an event with strong effects on the property market, it will create more transparency and a real real estate market."
The 2026 draft budget has foreseen a further increase in revenues from this tax for municipalities to the value of 10 billion lek, or about 1.4 billion lek more than in 2025.
But, despite the fact that there will be a new law and a functional Fiscal Cadastre, this reform requires the full commitment of municipalities to guarantee the most efficient implementation. The tax that will be applied ranges from 0.035% to 0.065% for residential properties and from 0.14% to 0.26% for commercial premises.
