The Energy Regulatory Authority has approved the change in the minimum allowed price limit for the day-ahead market on the Albanian Electricity Exchange, ALPEX, paving the way for the application of negative prices in the market. With the new decision, the minimum limit decreases from 0 euro/mWh to -50 euro/mWh, while the maximum limit remains unchanged at 900 euro/mWh.

The change comes after the request filed by ALPEX, which argued that developments in European and regional markets have increased cases of negative prices, while orders with values ​​below zero have also been registered on the Albanian stock exchange. According to the ERE, the decision aims to increase the flexibility of the market and gradually bring it closer to the practices of European Union countries and unified energy markets.

In the decision, the Entity emphasizes that during 2025, the volumes of energy traded on ALPEX increased by about 39% compared to the previous year, while in the Albanian bidding zone alone, over 1 million mWh were traded, or about 26% more than in 2024. The growth trend continued during the first quarter of 2026, when the amount of energy traded almost doubled compared to the same period a year earlier.

ERE also argues that the current mechanism has not yielded the expected results. According to the data, from January to April 18, 2026, 13 cases were recorded when the price reached the minimum limit of 0 euros/mWh, but in none of them did the exchange members change their bids during the activation of the second auction. For this reason, the regulator estimates that the establishment of the new limit of -50 euros/mWh will create more flexibility for the functioning of the market and for the bid clearing process.
